    Education.
There needs to be proper, competent and truthful education about sex abuse. The harm it causes. Not some 5 minute blurb by a walk in speaker. It has to sink in for everyone. Not to create fear but to inform. Reduce the excuses of offending. Give a potential victim the power to say no.

I find it hard to imagine there are people in important positions that are idiots. To pick out a potential sex offender, please. I think it is easier to pick out a politician. To pick out any potential future for someone is not possible. That has been proven through out history.

No one wants to face this, why? Our leaders endorse punishment. Punishment is not a deterrent to a new offender, but maybe the thought of damaging someone’s else life permanently might. The understanding developed during rehab is the biggest deterrent factor for RSOs not re-offending. It is not the continuous persecution.

There are almost no morals or ethics taught at the ages it should be.
