A Democratic lawmaker on Monday proposed a ballot measure that would bar certain convicted rapists and sex traffickers from earning credits to reduce their sentences and expand the list of crimes for which a perpetrator’s DNA is collected.
Assemblyman Jim Cooper of Elk Grove said he’s taking the measure to California voters because Democratic leaders repeatedly stonewalled legislation to enact similar changes.
“This initiative holds bad people accountable,” Cooper said at a news conference outside the Capitol flanked by prosecutors and law enforcement officers.
Mr. Cooper is up for re-election, folks.
He is up for re-election and this might be a way (he thinks) will help his chances. He was a police captain and the only option is a guy named Henry He according to the Around the capital website:

The deadline for candidate filing is March of 2018 (I believe) so another challenger might be waiting in the wings…It would be nice to get anyone other than a law enforcement Democrat to run against him. Looking into local council members might be productive. In 2014 he won by only 1000 votes. WE can easily get this guy out in 2008 using a simple grass roots method.
Operation BOO is in effect too, this will worsen and prob. be a COVERALL, and affect more than listed for CDCR
Why is it democrats most the time? Oh, can’t be for more tax money spending. They do like large prison populations.
It’s not Democrats most of the time. It’s more often Republicans, with Democrats being a close runner-up. Having said that, they’re both terrible and I’m a Libertarian who dislikes both parties intensely. For those who don’t realize it, libertarians (but not conservatives who often call themselves “libertarians,” but who are not actually libertarian) are, by far, the political ideology that is most supportive of us.
Also, let me add, Republicans tend to raise taxes for law enforcement and the military with little hesitation. Their reputation for being tax-averse is undeserved.

I second this, and am Libertarian as well. I like to remind people the rule-of-thumb statements about the Asses and the Elephants: Democrats want to control the boardroom; Republicans want to control the bedroom.
Well I know how I’ll be voting on that measure.
