In our nation’s expanding discussion about eliminating mass incarceration, advocates, researchers and the media are missing a major contributor to incarcerated populations and a partial deprivation of liberty in its own right.

Less people initially breaking the law requires cultural change and in turn the incarnation rate will decrease. A smaller number of individuals convicted additionally reduces who is on supervised release, probation, or parole. More importantly no jail or prison term should be for life and neither should any term of supervision. The time spent incarcerated shouldn’t be about punishment, but rehabilitation.
