Jacob Wetterling’s remains have been found/identified. His case is what expanded the sex offender laws and registration. Supposedly the person of interest is currently facing child pornography charges.

I’m not sure how this could go as far as the government’s response to sex offense laws and registration. However, is Wetterling’s mother is openly critical of the registry.
Just a quick question for anyone that can answer (Or Janice Specifically if possible) as this is an important question where a wrong answer could potentially bring about dire consequences.
As a registrant, are you required to disclose where you work in California? I have tried to make sense of the laws written and I have only found two instances:
1) if you are marked specifically as a SVP, you MUST disclose where you work if you are working near or around minors within 5 days.
2) is if you are released into parole or probation, you must disclose that info within 5 days of being released.
Nowhere else have I read (that I can make sense of) that it must be disclosed or you face a failure to register. (Unless you are in a SORNA state where under SORNA rules it states it specifically.

Just in the state of California, and only since Friday: 30 killed and 2,017 people arrested for DUI. And I wonder how many of those DUI offenders are recidivists?
Yet, we’re the “moral lepers” that society needs to be scared of.
This news story was published today in the Bay Area. San Jose Police are unable to locate this suspect because he is unemployed and homeless. This is a good example of how the public registry only makes the public less safe by creating homelessness among registered citizens.

Wow, I just went to OC to register. They refused! The DOJ website is down and she informed me to come back in 3-4 hours? I informed her I couldn’t. She want even aware of the laws? I asked for her business card and she almost refused.

I was given a list of “Additional Laws Pertaining to Registered Sex Offenders in California” when I did my annual. Allow me to cite the 10th listing, page 3:
“Living Within 2000 Feet of a School or a Park Where Children Regularly Gather:
On November 7, 2006, a new law prohibited registered sex offenders from living within 2000 feet of a school or park where children regularly gather. (Pen. Code, SS 3003.5, subd. (b).) The California Supreme Court ruled this law applies only to persons who were released from custody after November 7, 2006, rather than basing retroactivity on when the registrant gained a residence within the 2000 foot zone. In 2015, the Court held this law does not apply to sex offenders on parole in San Diego County, and CDCR now applies the residency restriction to parolees on a case by case basis. The Court has not ruled on whether the law creates a criminal offense, nor has the Court decided whether the residency restriction applies to persons on probation or who are no longer on supervision who were released from custody after November 7, 2006. Generally, the restriction only applies if it is imposed as a probation or parole condition.”

This is why there should not be a tiered system b/c of manipulations like this!!! So the residency restriction, as of today, only applies to those before Nov 7, 2006 and those on parole. That’s it. Does not equal protection come into play here?
I’m getting fed up with this as people are treating us like second class citizens.
I’m no longer under custody nor under supervision. I am being coerced to register under penalty of felony punishment. That is a violation of my California Constitution, Art. 1, Sec 6:
“Slavery is prohibited. Involuntary servitude is prohibited except to punish crime.”
Registration is involuntary servitude once out of custody and supervision. The state cannot apply any consequences aside of withholding pay or losing the job to register yourself – UNLESS IT IS PUNISHMENT.
If registration is not punishment, then it is illegal to apply to someone out of custody and supervision (probation/parole). Why can we not fight this registration at our state level? I don’t know how registration can defeat California Constitution, Art. 1, Sec. 6. It’s succinctly defined.
I’m getting tired of getting demoralized on my birthday to the point i hate my birthday. This is like clockwork orange! I’m tired of not being able to start anew. The 1203.4 is meaningless b/c of the registration.
Maybe we are going about ending registration all wrong.
We need our own Adam or Megan.
We need some child that was abused by a relative because that family refused to turn in the man during a previous incident of sexual abuse with another child because they couldn’t risk the primary bread winner being out of work for life, the public shame to the family, and possibly having to move.
The public needs to understand that many aspects of the registry cause far more child sexual assaults than it stops, and does so against the constitution. The constitution exists to protect the public from hastily crafted hateful laws created by politicians to put another feather in their cap. Saying that we will ignore it “just this time…in the name of the children” defeats its purpose and sets off a domino effect doing a lot more harm than good.
Have this new abused child have an act in their name that removes the registry from the public along with any laws referencing the registry. Replace it with putting it in the judges hands to notify nearby residents and schools/daycares annually on a case by case basis with appropriate methods of appeal available. There should be no publicly accessible list or map and if there is some private “registry”, it should be in law enforcement’s hands and the only public access should be to look up an individual trying to work in schools/daycare/elder care. The only acceptable method of “registering” should be to keep your drivers license or ID current within 30 days, and the penalty for not doing so should start with a minor fine.
I’m a registrant in Los Angeles county. About four times a year (maybe less) the police helicopter pays me a visit. It may just be coincidence, but it seems every time I finally decide to step outside the police helicopter leaves. I’m no longer on probation. Am I just imagining things? Does this happen to anyone else?
Just got a visit from the San Bernardino Sheriff’s/Victorville for another compliance check…at 4:20 AM. Never had that happen before, even when I was on probation. That ended in 2009. Female this time, with a backup car shining their light right at the door. I have a security door. I was asked to ‘come outside’. I refused. Then was asked if I live here and then sign their magical piece of paper. I refused, stating I was denying to sign it. She said something to the effect of it ‘not being a big deal’. Again, I refused stating I’m under no obligation to sign it. She then said good night. The police, in their cars, stayed on my property for another 10 mins before leaving.
Registration Process in Orange County: I moved to Long Beach for a year. You call to make an appointment/show up/quick and your out of there in no less than 30 mins. In Santa Ana, it’s a nightmare. I went the other day and they couldn’t help me/the DOJ website was down? She asked me to come back in 3 hours? I came back the next day. It takes no less than 2 hours/you wait/the place was almost empty/they process it. No parking. The only parking is for 1 hour? If you ask for s restroom, they refer you to the park? Weren’t registered citizens banned from parks at one time? I asked for clarifications regarding the law and no one knew? Today, it took 2.5 hours. How can people working deal with this? I suggest we take a hard line and file a lawsuit.
Raids in the wee hours of the morning, helicoptors circling above your houses, the thing they have in common is to show you their power. It doesn’t matter if it costs a lot or if they get your signature, the message is the same and the show of force is the message. Yeah, you wouldn’t expect them to spend all that on copter fuel or pay those officers overtime for nothing, but they don’t do it all the time and don’t need to. It is parsed out at random intervals and purposely confusing for affect. People have been reporting such weird actions by the police for awhile on this site, and although it may be a product of paranoia sometimes, what registrant doesn’t feel that regularly?, I believe it is a part of their containment philosophy. Keep you uncomfortable and doubting where and when they will attack, and by what method. There is where the paranoia fits in. There are a lot of people on the registry, and only a relatively few officers. Like the war strategy, they have to make their side appear bigger and more threatening than they actually are by popping up here and there and giving the impression they have a surplus of resources. It also props up the myth we are all monsters. You got to use helicoptors or suprise them at night to catch them, that’s how devious they are. This all for 1 to 5 % re-offense rate? I guess it is the strategy which brings in the most cash into their departments, also.
I think the compliance checks are getting out of hand. I’ve had three so far this year (2016). I’ve been on the registry since 2009, when I was sentenced. They only used to visit once a year . Now, 2016, they have come three times already?!?!
The first time was by LA Sheriff detectives. The second time was also detectives. The third time were very aggressive uniformed patrol officers who stood right * IN * the door way. Neighbors asking me what’s going on. Very shaming experience and they don’t do this for people convicted of murder or violent crime.
I am being harassed for a non-contact, first-time offense. Really stupid IMO and I think this organization should really consider filing a lawsuit to ban against these so called “compliance checks.”
Maybe they are ok if you are on probation or parole. But once you successfully complete probation or parole, we should all be able to move on with our lives. Not subject to this lifetime of harassment.

I was thinking and I’m sure others have said it or thought about it… Now that the DOJ decided to update and make sure that 90 percent of the profiles were correct, what would happen if all the registrants decided to become transients? What would the website look like and how quickly would they be able to update it?

I have a question for the group. Can Registered Citizens sponsor an immigrant? Specifically, may I as an registered ‘SO’ legally marry a woman from another country for the purpose of (1) having her become my wife and (2) have her then receive her green card? Any intelligent info on this issue is very much appreciated.

Unfortunately, it is far too generalized to give unknowing readers any real incite about how draconian they registration laws and all the collateral disabilities it brings. But does give the impression that too often they re overkill, even as it leaves the idea that they are perfectly fine for at least some cases. For instance, my impression is that while it seems to feel lifetime registration can be too much, it suggests 20-30 years might be OK!
And it unfortunately consistently throughout the story refers to registrants ans “criminals.”

Anyone have experience on getting permission to visit their child’s school?
I have a kid in high school and one in middle school and now that school is back it’s time for parent conferences, Back to School nights, etc. Of the wife and I, I was always the one most involved in my kid’s education so I would always attend these events. Now I can’t of course.
Anyone gone through this? What’s the process like? Are they generally ok with it or is it just a huge can of worms?
If it’s a big deal I definitely wouldn’t do it. It just sucks that my kid’s education will suffer.
I am still on probation with about a year left so this wouldn’t happen until after it’s over.
