Public meetings are now happening in Guyana as the government plans to update the Sexual Offences Act. The goal is to give better protection to victims and handle sexual violence cases more effectively.
The Ministry of Human Services and Social Security is asking people and organizations to share their ideas on a new draft law called the Sexual Offences (Amendment) Bill 2024. Civil society groups are especially encouraged to send in their suggestions.
New sex offender database proposed
One of the main ideas in the draft law is to create a national database. This list would include people found guilty of sexual crimes in Guyana or other countries. The Police Commissioner would be in charge of it.
To find out if someone is on the list, a person would need to send a request form to the police. Children and people with mental disabilities would not be listed.
Lawyer Kim Kyte-Thomas, who helped write the law, said there would be strict rules about who can see the data. Breaking these rules would lead to punishment. Offenders would have to register and report regularly while serving their sentence.
The only reason they’re doing this is because America is most likely pressuring them to do so. Their so-called “Angel Watch” and “outreach” liaison at the NCMEC is actively pandering to nations and regions that don’t have Online SORs in place. It’s predictable and outrageous.
It’s all done exclusively for retaliatory demoralization, entertainment for sadists and profit.
And before someone says “at least their registry is being presented and introduced as need-to-know-basis, rest assured, their WILL be pressure to follow the U.S. model where everyone is put on full blast.

Wish it was like that in the US. Then I’d refuse to register and argue that I am a person with mental disabilities in the eyes of the court, shown by their mandated “treatment” obligation. I know I’d lose – the court would somehow find that that kind of mental disability doesn’t count, despite the legislature’s omission. But it would still be worth opening the can of worms.
How about Guyana create a list of people who dranked the KoolAid? 🤔 That tragedy had forever tarnish that nation, and no one takes them serious anymore
