CA: Sex Offender Who Goes By ‘Mr. Rape, Torture, Kill’ Has Left CA

Source: patch.com 9/4/21

COSTA MESA, CA — Authorities on Friday said convicted child molester Cary Jay Smith is believed to have relocated out of state. However, it’s unclear if Smith, who gave himself the moniker Mr. RTK (rape, torture, kill), has registered as a sex offender in his new state. It is certain that his move was not widely publicized in his new community.

Smith stirred widespread outrage last year when he was released from a state psychiatric hospital even though he spent decades vowing to molest again and openly fantasizing about torturing and killing little boys. As of Saturday morning, he was listed on the California Department of Justice’s sex offender registry as being in violation of a requirement to inform law enforcement agencies of his whereabouts. According to the Department of Justice, his last known address was in Costa Mesa.

On Friday, the Costa Mesa Police Department confirmed that Smith notified the department of his plans to leave California last year, keeping him in compliance with the law.

“When he left Costa Mesa last year, we were notified by his attorney, and we confirmed where he ultimately landed and began his out-of-state residency,” said Costa Mesa Police Department Lt. Ed Everett. “He’s moved out of state.”

Smith’s brief time in Southern California in the summer of 2020 caused widespread alarm and protests. Police where he attempted to relocate, including Santa Aa, Garden Grove and San Diego, Los Angeles and Riverside counties were compelled to monitor his movements.

Smith was released from Coalinga State Hospital in July 2020 after spending 21 years at that facility under a civil commitment. He had been institutionalized in 1999 after his wife gave a psychiatrist a letter he wrote that described his violent sexual fantasies about a 7-year-old boy in his neighborhood in Costa Mesa, according to prosecutors.

This shows how inept the registry is as well as those who maintain it.

I’m fairly sure no one ever asked this guy to explain and defend his beliefs. Anyone who changes their name to something like that clearly hasn’t had any challenging conversations about their perspective. Honestly it doesn’t even matter what he spent his time doing at the state hospital because clearly no one there in 21 years cared enough to help him. Really how do we have such systems in place that are so inadequate to have anyone openly express their interests in raping, torturing, and killing after 21 years?

Also in a surprise to no one local law enforcement in California and the California department of justice don’t communicate with each other very well. Which probably means other States and the federal government are just as bad.

Why believe any of this? Seems like an Onion story even if it isn’t.

In other words, a DIY mainstream media rag. Seems ACSOL is very good at finding these stories and sites. Be sure to check out the article comments at patch.com. We support those comments by linking to them.

Here is another version.

“Cary Jay Smith, a convicted intercourse offender who repeatedly vowed to maintain molesting youngsters and overtly fantasized about torturing and killing little boys, is in violation of the state’s intercourse offender registration necessities for failing to replace his whereabouts with native regulation enforcement, in keeping with the California Attorney General’s Office.”

What the hell is a “convicted intercourse offender”? Anyone heard of it in California? And he “vowed to maintain molesting youngsters” says who? How do we know he molested anyone? Although there could be a misdemeanor offense years ago, that does not ensure he molested. Maybe he maintains he will molest like that, which means not at all! Maybe it was for a 647.6, which does not require molesting. Words can get a conviction. If so, maybe he moved to a state that doesn’t have that broad and vague offense on its books so he didn’t have to register there.

Or maybe his story was so vile it wiped out the Bill of Rights and free speech. The real story is we are feeding the trolls.

This version makes more sense.

The guy has one misdemeanor from 1985. While he clearly sounds unstable, we’re provided no context about when was the last time he made a declaration he would harm a child. It might have been 15, 20 years ago, when he was first admitted. He’s a pretty old guy now and if the hospital let him out he must have changed his tune some time ago.

Killer, Chiller! Whats a rapist? While I hate to be politically correct like many that are perfect on the net I don’t want to beat my brains out. One wonders who labels who today. Wonder what happened to Typhoid Mary or or is one’s mask above there nose today. Rape could be anything. Raping with words, thought, or deed. So who’s labeling today. Talk about a Christian nation
.
I wouldn’t label anyone on here as a rapist unless they physically took someone of the opposite sex by force. And one wondered why olive oil never ate her spainish. Guess Bluto did it. These people today want to force labeling people. Guess the abortion issue is a bit easier compared to this. Insulting people and still wanting to be politically correct. No wonder dueling banjo’s was a good song or was that the devil went down to Georgia. …. I doubt if he’s a PFR but only your police would know or is that the hairdresser of mod squad perversion.

Nice! So someone convicted in California of a single misdemeanor is placed onto Tier 3 alongside a man who supposedly calls himself “Mr. RTK (rape, torture, kill)” and who has “violent sexual fantasies about a 7-year-old boy”.
Am I the only one who finds this completely unbelievable??????????
You can’t make this s**t up!!!!

I wonder what state took him in he wasn’t wanted here in Hollywood California

Good luck 🤔

Roger to show how inept the registry is compared to this article. Say one writes a sex novel and other lucid stories. While they say age is just a number how many sex books or dirty novels are their. Talk about rape, torture. Even a horrifying story of a sex novel or rape scenario can be disturbing. Compare this to internet.. Two different tangents.

So were does one cross the line? Setting up one is a bit different than buying a copy of the a guide to become a dirty old man or from what others say on here a chester type of person or whats behind the understanding. Enticing is still enticing. One just has to put the pieces together. Nowhere in the bible does it say for authorities to do these registry stings or have we all sinned. Enticement or inducement are the two basic elements.

Janice in fact the authorities are just as much guilty with this insinuation type ruse or who takes a bite out of crime with injustice measures or can a person walk on hot coals without getting burned. I think authorities should understand that fact. Many of these sexual internet things should be stopped as authorities are playing with fire with this inducement.

Let the man live. He’s paid way too much into the Mass Incarceration System at this point.

The patch article appears to have been written by A.I. software, not actually any real human. Yes, that’s a thing. Anyone can buy AI powered article creation which can be used to generate a written article that seems pretty convincing. Patch is a garbage website designed to drive traffic and outrage articles are a great way to do that.

Also, releasing this guy was probably by design. After all, it makes sense to “set an example as to why not to release certain individuals” by releasing certain individuals. Don’t be shocked if this guy rapes and kills, only to have a new onslaught of media attention and more knee-jerk legislation passed in response.

Writing out fantasies is a better than actually acting out the fantasies on another person. Just because someone fantasies about it doesn’t mean they will act it out. Reminds of the uproar about sex dolls that look like children being banned because a person may rape or molest a kid.

I seem to remember all the media hype by the Orange County District Attorney Todd Spitzer and his office on this person when he was released which only placed undue fear and anger into the citizens of Orange County, CA upon this person’s released into Costa Mesa, CA. Which all came to nothing other than torment to this person who served his time and then some and who has now followed the laws and has legally moved out of state. As an Orange county resident I remember hearing over and over on the news how this person release would only put the public’s safety at risk and he should not be released. Well DA Todd Spitzer where are the victims that this monster injured during the time he has spent in public and out of our prison system?
