ROXANA — Since 2006, Tanea Berry and her husband, Josh, have been neighbors to the Cone Barn at 323 N. Central Ave. in Roxana.
They have memories of both of their children walking next door and grabbing ice cream.
But recently the Berrys, along with other community members, don’t have that same sense of comfort in letting their children near the ice cream shop.
The Cone Barn was recently bought by Terry Hogan whose husband, Terry _____, is on the Illinois State Police Sex Offender Registry. Court records state that, Terry, now 58, was charged with predatory criminal sexual assault and eventually pleaded guilty to aggravated criminal use for a sentence of three years’ probation in 2000….

That’s why on Saturday she and dozens of others held a rally in protest of the new ownership at the Cone Barn.
The Berrys have two kids, 13 and 23; the oldest has two kids of their own and always has them by the Berry’s home, which makes Tanea Berry uncomfortable.
“I loved having the Cone Barn here because my kids could walk next door and get ice cream,” Tanea Berry said. “But now they can’t.”

Rally organizer Hayley Wilton is concerned about the Cone Barn’s location: 505 feet from the high school and across the street from the Burbank Park, the Roxana Church of the Nazarene (which offers a Sunday school service for kids) and the Nazarene Community Theater owned by the church which offers free movies for families and kids.

“Offenders reoffend,” Wilton said. “It’s bound to happen again.”

Wilton wants to make people aware of the business. She and Tanea Berry also want it sold to new owners.
Tanea Berry also wants Roxana officials to pass an ordinance prohibiting a sex offender list member to own something so close to schools and parks, especially if that business caters to children.

A petition seeking to have someone else buy the Cone Barn is on the Cone Barn Awareness Facebook group page.
This is F-ing ridiculous, a bunch of uneducated hate mongers angry because someone they see as less than human has done well enough with his partner to be able to afford and buy their own business… So they are looking for any excuse to tear them back down. They should pass an ordinance, that anyone who wants to organize a protest or file a formal complaint should have to take an extensive study course on the plain FACTS and Truth about people on the registry. I bet we would hear a lot less people with idiotic opinions then…
Can someone please dox this karen, Hayley Wilton? Let’s let everyone know how many DUIs she had or child abuse convictions. How many babies did she deprive a chance at life because the timing was inconvenient?
Yeah, the guy’s wife bought it in order to lure children into the business so her husband can molest them, because everyone knows that if a registered person wants to reoffend, he can’t just walk down the street looking for a victim. He has to own a business that’s near a school or church in order to do that.
These Karens disgust me. They have absolutely no clue and only exist to cause problems.
What is interesting in this case, is The neighbors Tanea Berry 42 and Joshua Berry 44, they mentioned that they have two children, one’s 23 with two children of her own. What’s interesting is the daughter, Kayla N. just finished up a case last month, she was charged with, cause child to be endangered. So before they go throwing stones they better protect their own Glass House. I think the media needs to know this now. On another note, the owner of the business, Terry Heltsley, was charged of kidnapping relative. So what did he do, getting a divorce take his own child probably what happened I would be interested in finding out the circumstances of the charge.
Maybe the residents of Roxana would feel better if Cone Barn was purchased by a drug offender or a convicted murderer. Nobody seems to have problems with them reintegrating back into society.
Jokes aside, I am getting really sick and tired of this predictable society falling for this narrative about Registrants. These one-dimensional tropes that opportunistic politicians and misguided activists keep slinging to an ignorant population are a bane to our ability to exist as productive law-abiding citizens at the long-term expense to every taxpayer that has to bleed their hard-earned money for a Registry that protects no one. It is a lie and scam of the highest order and there are too many people involved in this Registry to want to take it down.
As near impossible that may seem the only way to take the Registry down is to change the national narrative, to educate the public – in which that can be daunting task – to open society’s eyes so that no opportunistic politician or misguided activist can usurp their ignorance for personal gain.

As a former sex offender involving children, I avoided every appearance having association with children and this has paid off for me.
