All low-risk sex offenders would be required to be listed on the sex offender registry under a Republican proposal that critics say is retroactive and would take away the discretion of law enforcement to review risk assessments.
Currently, the sex offender registry website must include any offender whose risk assessment has been determined to be a Level Two or Level Three, or any person assessed to be a Level One offender and whose victim was under 12 years old.
The proposed law, Senate Bill 1583 would punish Level One offenders who were 18 years or older at the time of the offense and were sentenced for a dangerous crime against children on or after August 9, 2017.

Email sent legislators: I am writing to oppose S. B. 1583 as it will once again add more costs to an already over-bloated state budget. I have followed your career and supported your campaign based on the simple premise of being fiscally responsible with my tax dollars. As a retired person, I have a limited income and fully expect you to spend every penny that you take from me wisely.
This registry is not cost effective as it is not registrants who commit 97% of these crimes. It is someone known to the victim. These monies would be better spent on prevention programs to help stop these horrific crimes, instead of wasting even more money on a useless registry. I will be speaking to my peers very loudly about this and I hope many more of my fellow constituents will voice their opinions.
I do hope you still have the fortitude to buck the political headwinds, get back to your conservative roots, and stop supporting wasteful and unnecessary spending that serves no purpose and does not protect anyone or anything. Feel good legislation is for amateurs. Step up and do what is right.
What good is this beyond further punishment? It’s clearly meant as such.
