I’ve never heard a US politician give such a reasoned approach to sex offender legislation. These things stand out: firstly, he treats the idea as theoretical. Next, he shows concern about the lawlessness the law might generate, that is vigilantism. Lastly, he is concerned about the law expanding beyond its original purpose.
All the politicians I hear start out thinking these laws are done deals — no brainers is the phrase they use. They show no concern for the lives they ruin or the innocents sucked up onto the registry or how it serves to justify much harsher laws, presence restrictions, residence restrictions, etcetera.
