The ruling should be completely against residence restrictions regardless of time of conviction. It is basically banishment otherwise.
Ex Post Facto will be proved over and over again in every state in due time. The fact is the States need to house these people so they can be reentered back into society not alienated. I am very happy to hear this decision and hopefully it will help some Citizens regain some dignity and hope.
