Suit against Arcadia says exclusion zones made it impossible for plaintiff to find housing The constitutionality of sex offender residency restrictions is under further scrutiny in Arcadia following a lawsuit filed Monday by attorney Janice Bellucci, president of California Reform Sex Offender Laws.
