I have read in various posts comments that the notifications sent by the government are not merely based upon a prior conviction but a combination of factors. Does anyone know what those factors are without being totally speculative? Is there any way to discover what factors are being alluded to?

I was recently released from a California Prison. Before my release, all those who were about to be paroled were called into a big room. Two parole officers explained parole to us.

I’ll paraphrase what they said since I didn’t have a pad of paper with me.
Before describing the process they made sure to differentiate between us by calling us parolees and registrants. Then they walked us through the basic parole process. I’m sure many of you know the process. Meet with your parole officer, check in every month, don’t own a firearm, et cetera.

What bothered me though were the parts where they began to differentiate. It went something like this: If you have three years of parole to do, and you follow all the rules and are not a problem, you will likely only do 13 months. If you have 5 years, likely you will only do 3. Unless you are a registrant, in which case you will likely do the whole 3 or 5.

They went on to talk about violations. The jails are overcrowded and violators in California no longer go back to prison. Most likely if you are violated for anything that is not a new charge you will be given 90 days in county jail, out of that 90 days you will likely only do about 10 days. Unless you are a registrant, if you are a registrant you will likely do the whole 90 days. They finished up by saying that for the most part there are not enough parole officers, and as long as you remain on your best behavior, and are not a registrant, you will be in and out before you know it.

How is this not discrimination? What is my motivation to do be on my best behavior? I have 5 years of parole to look forward to no matter what. 5 years of ankle monitoring. 5 years of checking in each week. The men in that room were drug addicts, home invaders, violent offenders, and career criminals. I was a loan officer once. Never did much wrong before this. My static risk is zero, and all of my evaluations say I am highly unlikely to re-offend, but I am an RSO and apparently that’s worse than anything else you can be.

I see a lot of posts, many of which contain thoughtful rhetorical prose. Most of which is pontificating on the draconian measures that many of us face. What we really need to do is to develop a system. A system whose goal is to dramatically enlarge organizations like CaRsol as well other state’s organizations like TX Voices for Reason and Justice. I note these two because they both have accomplished much with a limited membership and limited funds. There are nearly 80.000 RC’s in TX and their state group has like 600 members, not even one percent. We need to reach out to all RC’s and also their families to join. It is important to know of what some groups have accomplished and what we hope to accomplish. A systematic approach and a model to continually improve our system would grow state organizations as well as national groups. This would provide a much larger funding source for litigation. I am sure that Janice knows similar minded attorneys in other states that with funding would attack more of these laws. We should litigate in every state and in various Federal jurisdictions. We also need the funding for a thoughtful, organized PR campaign. Many people are just ignorant of the facts in this cause. They are not stupid, but are uninformed, and with the barrage of the Big Lie being spouted by politicians, and activist groups, all they know is what they hear. This needs to be refuted strongly and professionally. I have told my state organization that I will contribute money and time as well to further this cause. In fact this week I set up a monthly donation schedule. The money is not much but it would be tremendous funding if we had more contributing.
Using legal arguments that have been developed in various suits, would be beneficial to all. The more litigation, and the more publicity the better. Furthermore, if there was a concerted effort to expand memberships, there should be some crossover into other states. In some states there has been little organized opposition. We need organizations in all 50 states. I believe that if we acted now, there could be a significant expansion of membership and that would provide many more resources for the cause.

This story is another reason we don’t want to rush any case to SCOTUS. Also this story gives some information about how cases get to them.

Survived my annual. The two old detectives has long retired. I sort of miss them, been seeing them for a little over a decade. Now Long Beach PDC have two full time admin. No small talk no anything, just process in and go. Oh and that live scan system is finally breaking down and forcing everyone to go manual

As someone who is having an extremely difficult time with finding job (even before reaching sentencing), I have considered going back to college to obtain a masters degree. With the law changing constantly and with the likelihood I could never be able to use my degree…is this a good idea?

I have applied everywhere and no one is hiring and I can’t imagine I will find a job once I’m convicted.

Any thoughts?

Lake County-thank you but I have to admit I don’t know anything when it comes to this stuff I read to open as many social network accounts like linkin but linkin I am afraid to use as my livelyhood depends on this, so this leaves facebook, google plus foursquare,digin which i have opened, also to start a blog but clueless with this, would it be worth it to pay someone to help me? as I am totally confused.

The Los Angeles Times is reporting that a couple were accused of child abuse (falsely) and placed on some sort of like (not Megan’s). Now the couple is getting over $4 million for their troubles. While I have no doubt that the settlement is just, it does make me wonder just how much damage a Price Club Application does.

Here’s an interesting way to find out which states don’t list all offenders on their website. Go to that hated website Family Watchdog. There’s a menu bar in black at the top. Click Offenders-Statistics. If you look at the list of states, in the column Offenders per Million, you’d notice some states have an abnormally low level of offenders.

Those are the states that don’t list all tier levels. Minnesota has the lowest number because they only list level 3 so-called “predators” Look at Oregon’s low rate….again only level 3 extremes are listed. Move up the to states that list level 2s and 3s like Arizona & New York, the offender per million rate is a little higher. Now for the states that list everybody including California, the offender rate is up to 2000 per mil.

We all know those nasty sex offender websites are all based around a state’s public website. So finding out key information about which states list is really down to a science using the method I provided. And just think, Family Watchdog is inadvertently giving out information that RSOs can benefit from!

I should also mention there are some changes in the works for Arizona & Washington State. So you’re going to see their numbers shoot up eventually

I am one of those as well that falls under exclusion but as its an election year in normal fashion the pandering poltican Melendez has written AB2569 and if it passes will alimited exclusion for a larger group of SO’S. if this happens Melendez will discover what happens when you destroy people lifes, karma is a bitch ..

im in ca and am attending colloge in my second semester.my experience all I’ve had to is register with campus police.very simple no one has been notified as far as I know and I haven’t had any problems so far. I’m getting financial aid including federal loans and bog fee waivers i recommend this if you are finding it hard to find work.

NPS My husband was granted 1203.4 but still appears publicly. Is there a way to get it removed from the website? ( We understand he still needs to register)

Just something I noticed when I got my ballot in the mail for the June election. Many of the court candidates are describing themselves as “child molestation prosecutor.”

I have long been aware that court elections have come to the point that any candidate stretches facts and lies to claim some kind of connection to prosecuting crime — because they know that is necessary to be able to get elected to the court. But the number of candidates this year specifically claiming “child molestation prosecutor” is very telling about the state of public thinking now — and shows what we have for judges on the bench, and that these candidates have no plan to be fair.

So are you saying that, you just need to use your full name as a metatag ( perhaps many times) within the html code and then white-out the font of the metatags, so that your full name is not associated with the webpage? I really don’t want to have my name on a bunch of webpages, because it may look as though am trying to hide something.

JCA-FYI regarding 1203.4 if you’re are granted exclusion you will not be posted on the Megan’s website… that’s the whole point of 1203.4, Yes you still have to register but you are NOT on the public website… I would suggest contacting the DOJ and make sure exclusion was granted, if they say yes then contact Janice and sue the hell out Department of Justice as they are breaking the law.

If anyone is interested, this is the questionnaire that Supreme Court nominee Merrick Brian Garland filled out for The United States Senate. It’s very long, but after reading through it and looking up some of the cases he’s decided, I doubt this will be the person we want to hear our future cases. But you never know. If you have the stomach for such reading, I’d love to hear other opinions.

How many days do you have before you have to register in the us virgin islands? And where can you find this information? Just want to go on a family vacation.

Will personal letters be acceptable for an address verification? I just moved on April 1, and made a change of address., When I made an appointment for my annual, Van Nuys police asked me to bring in ‘letters’ for verification. I only have two letters (personal ones) dated about six weeks ago–but addressed to my new home. Will this be ok?

I only have two personal letters, both sent to me the first and second week of April. But they do show my current address. Will this suffice?

We always bring two items, but never a personal letter. The USPS should have sent you a confirmation about your change of address, and I think that would work.

I have a question that hopefully someone can answer for me. I have been paroled to California and one of my conditions states:

“You shall not enter or loiter within 250 feet of the perimeter of places where children congregate; e.g., day care centers, schools, parks, playgrounds, video arcades, swimming pools, state fairgrounds, ect.”

Because of this condition my parole officer can pick and choose where she thinks I should and should not be. I can go to Walmart all day, but can’t go to church unless the church is willing to take full responsibility. I spoke to the elders of my church and though they are sympathetic, the letter my parole officer wants them to write puts them in an awkward legal bind. Do I not have freedom of religion or has that been stripped from me as well? Isn’t this condition over vague? It seems to me that they have created a condition that is based upon a their whimsy.

I can appeal the condition, but so far I have had no luck with these appeals. I have one in the courts as we speak appealing a condition that says I may not have contact with my biological daughter, who was not my victim by the way. I may not even go to family counseling with my wife and daughter or attend any sort of family reunification programs due to that particular condition.

They consider me low risk of re-offending, whatever that means to them. I’m feeling lost here. They continue to remove my avenues of support. My family, and my church, and I’m currently homeless because they won’t allow me to go back to my home state of Washington. This is all so crazy. I never imagined how bad it could get after prison.

If anyone has dealt with this I would appreciate any of your experience and advice.

I know this was previously posted but we are in search of a few volunteers to assist us in a project a small group of us have been working on. We are looking for 3-5 people who are willing t dedicate 5-10 hours per week to reaching our goals. We are creating a master list of registrants, contact info, voting information. While this isn’t difficult work, it is very time consuming and we need a few people who don’t mind putting in the work. We assume we have 3-4 months more of work left to make this complete.
