IN: Killer of Registrant Sentenced to 75 years But Has No Remorse

EVANSVILLE, Ind. (WEHT) — An Evansville man will spend decades behind bars for murdering a sex offender.

According to court documents, 34-year-old Ricky Allen Kiper Jr. was sentenced to 60 years in prison and 15 years for a habitual offender enhancement after pleading guilty to murder several weeks ago.

Kiper shot and killed James ____ at a home on the northside of Evansville on July 27, 2022. After the shooting, officials confirmed that the deceased victim was on the sex offender registry list.

At least this person was sentenced to 75 years for killing a person on the registry

When I did some more digging on the victim, he caught a felony for not registering his car. And the sad part is that he probably did it to avoid vigilante thugs like Ricky Allen. I think he used the victim’s car license plate to find his car by the trailer where he lives. Then this animal, Ricky Allen, went inside and killed the victim

A guy was killed yesterday , after being put in a cell with a killer .
Who could have predicted that . ?
This happened in Delano
He was a SO , The killer was doing life with out parole . He’ll be a hero in prison. for life.

“…he did it to protect his children…” So, remind me how exactly he’s going to be protecting his children while he’s in prison for the next several decades?? 🙄
Tragic that he didn’t bother thinking how his actions would negatively impact so many lives.

Yet another killing that will immediately be dumped into the “Acceptable Losses” dumpster. The State and Nation will, once again, demand that this is yet another isolated instance perpetrated by a uniquely crazed individual. Then they will go back to fear inducing speeches about how we need to create/enhance the Residency and Presence restrictions for all registrants because it is far too dangerous to ever have a registrant anywhere near you!

Yes, the Legislators will warn the citizens that we must shove all registrants to the very fringes of civilization, because having even one in your town is a guarantee of ____. Then expect every single member of society to wait patiently while they remove the “dangerous predator” that lives across the street…if the Judiciary allows. How stupid you gotta be to think that plan is anything but doomed to failure?

I’d like to get a slightly better quantification on the “Acceptable Losses” dumpster capacity. It appears to me that the legislative and executive branches considers it to be infinite. Perhaps we should ask them if that is their understanding? Exactly how many murders, attempted murders, violent assaults, threats of violent assaults up to and including murder, and various other criminal acts of harassment can befall Registrants and their families before the dumpster is finally full?

We do not have more info than this? Did the murderer use the registry to find the victim? That would be most helpful, unfortunately, as evidence that the registry serves has punishment as the registry can no longer hide between collateral consequences when collateral deaths and injuries are results of the registry. Death isn’t a collateral consequence, it’s a fatal punishment at behest of the US government via Smith v Doe 2003 SCOTUS decision.

At least you can tell from his picture he isn’t the sharpest knife in the drawer.

If Kiper had another brain cell in his head he would’ve realized that McClernon was NOT A CHILD PREDATOR. Here is an excerpt.from an article about the victim:

“14 News spoke with McClernon’s family, who says they want to clarify while McClernon was on the sex offender registry, it was for an incident that occurred over two decades ago in Canada.

They say he got into an altercation with an adult woman, served his time, and wasn’t placed on the registry in Canada.

The family says McClernon didn’t understand why he was placed on the registry when he moved to the United States, and was active in the process of trying to get taken off of the registry when he was killed.”

That moron idiot repeat offender of a criminal Kiper threw his life away for NOTHING and left his kids vulnerable while he rots in prison for ASSUMING that being sex offender MUST MEAN child molester. Once again, the Registry triggers morons and idiots into criminal behavior. The Registry should be held culpable for this senseless murder.

Again, someone who makes notes of these statistics best add this to their list. I have enough to say suffice to say the registry needs to be eliminated and outlawed in it’s entirety.

Sex offender was Killed in CA prison , last week
He was put in a cell with a guy doing life , for killing 7
He was found dead the next morning
This happened at the Kern County north prison.
I think the prison officers who put them in the same cell
should be held accountable. The out come was forseeable
