AR: Texarkana, Arkansas, authorizes collection of fees from out-of-state sex offenders

Any sex offenders from outside Arkansas moving to or working in the city will be charged a total fee of $500.

Monday, July 21, the Arkansas Board of Directors discussed and approved an ordinance authorizing the city to collect fees for any sex offenders who are out-of-state registrants or out-of-state workers. There will be two separate fees of $250. One will be the required fee when registering with the Texarkana Arkansas Police Department, and the other will be for the required DNA sample.

The registration and DNA fees are not new to the state of Arkansas. Arkansas Code §12-12-906 requires sex offenders to register and provide a DNA sample to the state when moving to the state. The same law requires the payment of the registration and DNA fees.

Will anyone else who has been through the court system and found guilty have to do the same? If not, then it appears to me the registered people are not being treated equally under the law.

If you’re moving to Texarkana Arkansas then obviously you’re going to be a resident and we’ll have to pay the fee. Idiot newspaper writer.

Also, I would dispute the DNA fee because it’s already on file with the national database and the local police department can access that from them through the money they received from the Federal government. There’s no need for them to keep a record locally. This is just another southern money grab.

So then incorporate yourself and charge them for any communication with your business. Say, $600? 😎

PFRs should keep in mind that it is not difficult to cost any government a lot of money. A person merely has to think about it and be only minimally creative.

Plenty of governments deserve to be costed money and lose a lot of other limited resources. It’s a good, moral thing to do. The less resources they have, the less they can harass and commit crimes. Any government that has enough resources to jack off with Registries has too much. All citizens should be committed, every day of every year, to preventing governments from stealing extraneous resources.

When convicted of a sex crime, then you are put onto the registry. The registry is a financial loss for the state/city. Thus, the registrant must pay for the financial loss.

There is a case in the system that the Supreme Court will hear in the fall called Ellington vs US. The case is stating criminal restitution counts as criminal punishment. ACSOL has the Ellington vs US article on July 3, 2025 (at the bottom of page 2 at this moment).

It’s a good thing nobody who’s sane wants to live or work in that third world hell hole.

Arkansas couldn’t pay me to move or work there. Maybe Sarah should pay Arkansas residents back for her 19k lecturn and her trips to Paris, to the Super Bowl and Daytona. A Huckabee lies like a rug and full of dirt.
