CA: Fresno County targets sex offender concentration with new ordinance proposal

FRESNO, Calif. (FOX26) — Fresno County Supervisors Garry Bredefeld and Brian Pacheco, alongside Sheriff John Zanoni, have announced a proposed ordinance aimed at limiting the number of registered sex offenders in single-family homes in unincorporated areas.

They are holding a news conference on Monday morning at 10 a.m. to announce the proposal at the Hall of Records in downtown Fresno.

The move comes after residents voiced concerns about safety and quality of life.

“This ordinance is long overdue,” Bredefeld said. “No neighborhood should be made to feel afraid by an oversaturation of sex offenders living steps away from families, schools, and churches.”

It would appear that they didn’t think very far ahead when they decided to adopt residence restrictions if it is so surprising that registrants would be concentrated in the same areas.

Articles like these make my blood boil. How dare they target us? We have to retaliate.

Looks like comments are open. I will try after work to remind them that forcing people out of their homes and onto the streets does not make their small-minded community safer.

And I’d be interested in knowing who owns the home(s) in question. Isn’t homeownership a right in this country? Can someone tell me who lives in my home with me if they are law-abiding and off paper? (of course aside from idiotic Illinois residence restrictions and the like). If there is no code violation like too many people creating a safety issue, how can they pass this?

ACSOL is aware of this proposed ordinance and is researching ways to challenge it in court if it is adopted.

Good to know they solved all of the county’s real problems and now have time to work on imaginary ones. Way to go, Fresno!

Politicians don’t seem to understand that residency restrictions actually create these de facto PFR zones.

All neighborhoods should be against both.

Unless they’re living in squalor or it’s a fire code violation, I don’t believe you can limit the number of people to a household, especially those of a certain persuasion for lack of better term. There’s no such thing as critical mass when it comes to those who need to register that creates problems. This is a solution looking for a problem. Of course in unincorporated areas housing is not necessarily densely packed though it could be. This is why Fresno is known outside of the State of California as Fresnick.

I watched and heard three speakers on that YT press conference. They all were reiterating the same thing: no actual threat was evidenced, but the thought of potential threat (like the movie Minority Report) is more than enough to create a legislation that actually goes beyond CA state law. The new ordinance is now going after non-registrants housing at least one registrant to where if there are more than 6 people living in a residence and only one is a registrant, then that residence will be fined.

They are creating a law against a non-illegal act upon the home owner who is abiding by state law of housing six registrants at most. For example, the transition house holding one registrant and six non-registrant convicts would now become illegal with this ruling. The press conference is “fear mongering” people with this big word “oversaturation”. There were no actual crimes involved. The neighborhood are Karen-watching and “feel” the potential threat. Welp, the registrants are registering with law enforcement already so you know where they live. Now, Frenso County wants to control where they can live despite already abiding by CA state law.

Fresno county is just mad that they found out through residents via the Megan List’s map to discover five or six registrants living in one transition house. I do find it hilarious that Fresno law enforcement seemed to feign horror at this news when the registrants have to register with law enforcement on where they live.

1) The housing and registrant capacity is abiding by the law.
2) This new law is now attacking the homeowner on the frivolous “oversaturation” angle when the homeowner is abiding by CA State law by controlling how many people can live in a house while housing at least one registrant.

Housing Compliance under proposed new Fresno law
a) 6 registrants + 0 other people = legal
b) 6 registrants + 1 other person = illegal

c) 5 registrants + 1 other person = legal
d) 5 registrants + 2 other people = illegal

e) 1 registrant + 5 other people = legal
f) 1 registrant + 6 other people = illegal

This new Fresno ordinance is punishing legal activity on non-registrants and the homeowners. Make this make sense.

The first time I heard of Fresno was from Carol Burnett starring in that mid 1980s TV mini-series that lampooned the town. Those buffoons in Fresno aren’t fiction, but are actually real!
