Nationwide Action Alert: Fight Federal HR 7453 Legislation That Would Eliminate Healthcare Benefits for Registrants

Please call and write your U.S. Representative soon to stop this dangerous bill!

The name of the bill is HR 7453 “The Criminals’ Loss of Eligibility and Assistance Networks Act (the CLEAN Act)”.  

U.S. Representative Greg Steube introduced a bill (HR 7453) on February 9, 2026.

It would eliminate health care benefits for registrants.  Specifically, if this bill becomes law, every person required to register would be prohibited from receiving federally funded Medicaid benefits as well as refundable credits under the Affordable Care Act.  The bill also states that states would not be required to furnish medical assistance to registrants.

This bill must be stopped,” stated ACSOL Executive Director Janice Bellucci.  “Passage of this bill would significantly harm about one million American families.”

ACSOL will work toward the goal of stopping this bill,” stated Bellucci.  “And we invite other organizations as well as individuals (you!) to work toward that goal as well.”

OMG. My family is a beneficiary of the ACA. We lost our private coverage when CA SB 384 moved 288.2 to Tier 3 and I had to immediately resign from the family business.

Thank you Janice, for catching this and fighting for us! Talk about ammo for the Punishment argument. I can’t imagine this passing, or CA law not obviating such nonsense but still, (the midterms can’t come soon enough!).

I’m a proud, hard working guy but I don’t know how many more needles I can thread!

I am shocked, and I appreciate the work that you do! We will be writing to our Rep. My heart truly hurts.

Its just another thing if passed, can and will be used to show the registry is extremely punitive and serves no real purpose than to strip Americans of all basic citizen rights. Despicable and Representative Greg Steube more than likely has something to hide. Why else would someone go out of their way to try to pass something like this?

Maybe the Giant Sh*t needs to have his congressional benefits stripped since he loves violating people’s rights. Giant Sh*t needs to be flushed out of Washington and into the sewer.

These A**holes will stop at nothing. I’m sure they don’t really give a flat f&*% about what it says, they just want to make news and hide some pork in there. It can’t amount to a hill of beans compared to every other cost borne by the public trust. I’m sure this has to be unconstitutional but that’s above my pay grade.

Would this bill affect seniors on Medicare and/or Medicare Advantage plans?

Are they going to refund all the money they took for social security and Medicaid?

Not only are they going to make it impossible to pay for medical assistance, they are gonna make it perfectly fine for a state to deny you assistance as well.

This is coming from Florida, so it’s no shocker that this guy wants to inflict pain on thousands of people. They enjoy this kind of sadistic cruelty.

Every time a lawmaker proposes a bill like this they should be stripped of their benefits and salary. I believe Reps and Senators should spend most of their time in their states near ” the people” they represent instead of being in Washington playing footsies with lobbyists or coming up with sinister bills.

I am so glad Janice wrote a direct letter, In my opinion what needs to happen next, is Every PFR and all there family members, need to join an advocacy group ( there are many) most states have one. From there we need a petition with signatures to submit to the appropriate committee’s (legislators need to know if they support this bill they will lose everyone of our votes) Not only will they lose these millions of votes , but our family members (who are not a PFR ) will directly advocate for whoever is running against them on other topic’s other then SORNA,
In other words secretly using other topics by PFR’s family members who are not PFR’s to recruit voters against any legislator who supports this bill. It’s time to stop being bullied.

I would hope someone has cc’d the PLF, Pacific Lawyers Foundation , and the ACLU on this bill, I believe the Republican Party just wants to throw crap against the wall and waits to see what sticks ,,,,,

Violates EPC of the US Constitution since they are trying to apply it to only type of convicted person, not all of them. Whether they like to admit it or not, you cannot continually pick on the PFR as your butt of your legislative whims when you need political cred during election season which this is.

Warm up the #2 pencils and reach out to those elected officials in WDC who can help deflate this bill.

Making it extremely hard to get jobs with benefits and then taking away any access to state subsidies for benefits is grotesque. PFRs want to work just as much as anyone does.

This bill is just a tsunami of stuff being thrown at us now to pasify and appease a society weary of the Epstein saga. It’s providing cover for those names that are left redacted. Everyone with this label is a victim and target of what I call the on-going “Epstein effect.” It’s a result of lawmakers attempting to currying favor and wooing all the Espsten victims/survivors to win praise and glory.

This bill is opportunistic virtue signaling, predatory, retaliatory and hate-driven..

This bill must die or SNAP and SSI will be the next thing in their crosshairs.

This is worse than debtors’ prison. Many people are on the registry for10 years or more, even though they never pursued a potential victim. If they are denied medical care, they may become unhealthy and unable to work in order to support their families, and getting a decent job is already very difficult for the registrants. This bill is cruel and archaic.

I just sent my letter to Rep Steube and to my own Rep (Liu). This is not how a “Great America” should define itself! Hit thumbs up if you also sent your letter to your Representative.

I don’t believe this bill will become law.
It is insanely outrageous on its face and only targets one group of felons.

Explain to me again how this would not be classified as “punishment” or “banishment” as defined by the SCOTUS and thus Unconstitutional?

I have concerns about adding my name and address in a letter to Steube. Does anyone have suggestions about this? Or using a return address?
