The Rhinelander Common Council met Monday and held the final public hearing for the new sex offender ordinance. No concerns or questions regarding the ordinance were brought forth at the public hearing, and the council approved the new ordinance unanimously.
The sex offender ordinance limits registered sex offender housing and activity areas within proximity to places where children are present such as schools, playgrounds and parks. It also limits holiday events in which sex offenders can participate such as disallowing handing out candy to trick-or-treaters or dressing as Santa Claus or the Easter Bunny.
Different because it has an appeal process? Pretty sure the board’s standard response to all appeals can be summed up as “Leave town, pervert.”

This appeal board will guarantee the due process rights – I don’t think so if they are made up of persons in the community. A judge maybe but not a fire fighter etc – what does a fire fighter know about “due process”? Oh, and the board may be made up of persons who created and voted in this ordinance – well that’s fair I would say.

WTF?? The Council apparently had little or no awareness of what they were voting on …. but they voted to approve it anyway. And the Mayor’s response is, “If you [Councilmen] have any questions or concerns, do your research, educate yourselves [Council men], and bring up your concerns at the next meeting.”.

Wisconsin has started using these appeal boards along with there residency restrictions. narsol attorneys from Illinois are fighting successfully in southern Wisconsin. The results of the fight is reducing mm or 1000 foot restrictions back down to five hundred foot restrictions and implementing these appeal boards. It must give them some buffer from lawsuits. Milwaukee was successful in reducing residency restrictions. I believe they left them on the books but they now ignore them. Most of Wisconsin has some sort of residency restriction varying from 500 to 2000 feet. Halloween, school restrictions, photograph restrictions, internet identifiers, and I’m glad I use a Kindle because I cannot go to the library in my town.
