A male Anaheim Police Dept. supervisor tampered with a sex offender database to sabotage a female senior detective, Laura Lomeli, whom he had singled out and retaliated against after she complained, according to a lawsuit Lomeli filed against the City of Anaheim last month.
Lomeli’s supervisor, which the lawsuit identifies as Anaheim Police Sgt. Jeff Dodd, also denied her the vacation time she earned and certain training opportunities despite being “the most senior detective in the unit,” her lawsuit alleges.
In her lawsuit, Lomeli also alleges that Dodd accused her of filing late police reports in an effort to block promotions.
#29 in the complaint identifies Sgt Dodd’s actions ( tampering) surrounding the sex offender database. This is exactly the dangers I’ve been describing as misuse of the DDI.
How many RSO were arrested because of this douchebag supervisor? Is there any possibility that they can sue the hell out of the county, the supervisor and/or the state?
I wonder how many RCs were arrested because of what the Sgt did. Im sure a few were arrested and probably jailed for FTR due to his tampering.

I’ll echo the concerns of others wondering how many were arrested for FTR due to the supervisor and hope they have some kind of recourse.
On the other hand, I have a hard time feeling sorry for the complainant, being the head registry nazi there. I’m sure she’s ruined (or at least unnecessarily over-complicated) many registrants’ lives there. It’s been my experience that those that occupy those positions like to make things up as they go, and I’ve seen nothing to indicate she’d be any different.
We need to get some sort of legal inquiry into the exact “contamination” of the sex offender database was done. This includes the following questions:
ONE: How many registrants’ (RSO’s) records were maliciously manipulated by the alleged perpetrator?
TWO: Of those records maliciously manipulated, were they (allegedly) manipulated to show the registrant in violation of any ordinance related to registration requirements?
THREE: If question 2 is true, were there any adverse consequences, including arrest, for such registrants, such as an arrest warrant or official inquiry to a potential registration violation, that should not have been present in the first place?
FOUR: If there are registrants who have been arrested or adversely dealt with due to the criminal act perpetrated (allegedly) by an Anaheim PD official, what retribution or reparations must be administered, including the ability for the registrant to pursue both criminal AND civil charges against the perpetrator and the agency (APD) or the city of Anaheim?
