Uganda: Stiff penalties for sexual offenders as Uganda moves to create directory

Persons convicted of sexual offences will have their data registered with the National Identification and Registration Authority (Nira), according to the Sexual Offences Bill, 2019 that Parliament passed on Monday night.

The Legal and Parliamentary Committee chairperson, Mr Jacob Oboth Oboth (NRM, West Budama South) presented the Bill in Parliament on Monday afternoon. He asked the House to create a sex offender’s register, which will be linked to the Nira system and information shared within 10 days on conviction of the offenders.

“The register shall be managed and maintained in electronic or other form by the authority. A person convicted of an offence under this Act shall have his or her particulars captured in the register,” the Bill, which now awaits President Museveni’s signature, reads in part.

Sexual offences
He said any person who utters any word, makes any sound or gesture, makes direct or indirect sexual advances or requests whether verbal or written, commits an offence.

America’s registrant hysteria continues to spread its evil around the world.

It’s even worse than just the registry. American Christian Reconstructionists (the ones who want to revive stoning for adultery and disobedient children) set up shop in Uganda (the country that had been in the grip of Idi Amin’s murder regime) decades ago and began preaching for such things as the execution of gays. The Ugandans ate it up and now all gay people there fear for their lives and are frequent targets for murder and torture. So, it’s the worst of America in several dimensions and just one example of why we shouldn’t assume that this Anglo-hysteria hasn’t also infected the entire world. I can think of nothing more pervasive. And yes, even Europe, including France and The Netherlands where freedom of expression is no longer extended to controversial voices. In fact, if they speak, they are threatened with prison.

Not sure what unnatural offences are, but this bill makes no sense. “A person who engages in unwelcome touch, patting, pinching or any other unsolicited physical contact with or makes sexually oriented comments, jokes, obscene expressions or offensive flirtations with an employee, student, patient or other person under his or her authority, knowing or having reason to believe that such conduct is not welcome or offensive…commits an offence and is liable on conviction, to a fine not exceeding 2,000 currency points (Shs40 million),” Mr Oboth said.

It makes sense if you understand the extreme puritanical religious strand that runs through Uganda and much of Sub-Saharan Africa. It infects both Islam and Christianity (overwhelmingly) and is, essentially, religious fascism instantiated in government.
