I was always under the impression that Pakistan was ruled by Sharia Law. Rather get a caning than a lifetime on the registry. A sore butt is better than a life of uncertainty.

Probably Operation Underground Railroad, run by an ex-CIA psychopath. This is all CIA nonsense to get leverage over its enemies.
