California has eliminated its statute of limitations for rape and other sexual-assault charges—in a major change to its criminal code. Many victims of sexual assault do not immediately report the crime. In the allegations against Bill Cosby, his accusers came forward years later. And in the child sex abuse scandal within the Catholic Church, many victims did not come forward until decades after the fact. For most of these cases, the time to prosecute has run out. Now, a growing number of states are extending the time limits to allow cases to be heard in court. But criminal defense attorneys warn this will lead to innocent people being put behind…

State Sen. Connie M. Leyva (D-Chino) said Monday that she will introduce legislation that would eliminate the statute of limitations for rape and some other sexual crimes to increase the chance that victims will get justice. WASHINGTON – The U.S. attorney for the District of Columbia is urging the D.C. city council to eliminate the 15-year statute of limitations on sex crimes. U.S. Attorney Ron Machen says advances in DNA have erased the need for such a law. But a bill that would wipe the statute off the books has gone nowhere since being introduced early last year. The neighbourhood girl, whose name I don’t recall, fought hard, but I was stronger. After a minute or so of desperate struggle I overcame her resistance and planted a kiss on her lips. I might have even felt her up, but I can’t remember that far back. You see, the incident happened over half a century ago, when both the criminal (I) and the victim (she) were 12 years old. Afterwards, she called me a moron and refused to play with me ever again. I forget how long her resolution…
