CA: Why Highland is repealing its sex offender residency ordinances

The city of Highland is repealing its residency restrictions on sex offenders, two years after the state Supreme Court deemed similar restrictions unconstitutional.

The City Council has agreed to repeal its ordinance, which prohibits sex offenders from living within 2,000 feet of public or private schools and parks, after receiving a threat of litigation from Sacramento-based attorney Janice Bellucci. Full Article

    “Our state is going downhill rapidly because we have such a liberal group of individuals out there who just don’t care,” Lilburn said. “The offenders are treated better than the normal people, the working class and the people that are making their communities better.”

    Since when are we treated better in any community?! I’ve got scars and a gunshot wound that says otherwise.
    On top of that we just want to be normal and are apart of the working class. This is like saying we are burdens on society because there are laws put in place making it impossible to find work. There’s no rationale

      Someone should have asked a follow-up question to that statement such as: “Librim, can you state what laws treat offenders better than normal, the working class and the people that are making their communities better? And are you stating that offenders are not normal, not part of the working class, and not people? Once out of prison, you have served your punishment. Doesn’t that mean they are now normal, looking for work, and want to be a part of the community again so they don’t go back to prison? What exactly are you insinuating with offenders and them not being normal, can’t work, or be people of the community?”

      If Librim cannot give a factually, succinct response, then I’d say he’s lying and fearmongering to the media. Not only that, but he’s factually making a false claim b/c offenders are lacking rights of that of normal, the working, and the people of the community – especially in light of the IML.

    Notice how they included not one, but THREE photos of random “vulnerable” children playing in and about what appears to be a park/playground. The media IS perpetuating the “imminent danger” false narrative about us! They know how to get their viewers easily triggered and incite thuggery.

    Fighting these restrictions is like trench warfare right now. I can’t believe they have the nerve to even be offended when they are challenged!

      BTW, so this new law was instated in 2006 and founded to be unconstitutional? So from 2006 until Re:taylor, that unconstitutionality was part of the registry. That is a penalty, an unconstitutional penalty. Something that those people who earned 1203.4 during that window was supposed to no receive and is protected by Ca Const Art 1, Sec 7b, equal immunity protection.

      Remember, the law stated there were no criminal penalty nor disability for being on the registry to force registrants to continue to register after earning the 1203.4. Now, we have proof there was an unconstitutional penalty within 2006 to the date of re:Taylor. While it is being repealed now, during that window, all those registrants who earned 1203.4 should have a claim of unequal immunity protection. There’s that and presence restrictions. To this day, I’m still stigmatized going near any school or park.

    Yes, I don’t say it often enough. Thank you all for your hard work, long hours and for so many more reasons!! I have never lived in Cali but the wonderful progress you are making on the unconstitutional madness and false facts and lies turned into laws there, can and WILL certainly help me here. Thank you!!
