CHIPPEWA FALLS — A Chippewa Falls committee recommended approval of a plan Tuesday that would expand the perimeter on where registered sex offenders cannot reside in city limits.
The Chippewa Falls Public Safety Committee voted unanimously to recommend the revised six-page ordinance, which calls for a residency ban within …
…
“There is no evidence that residency restrictions protect children,” Meister told the committee last month. “Most sexual assaults are committed where the victim knows the perpetrator. The stranger assaults are rare. Ordinances can create that false sense of security.”

Imagine that! An expert about the registry from the department of corrections openly admits that residency restrictions do nothing, but the council moves ahead.
It’s not the facts that matter at this council.
That really grieves me!!
This is when this forum gets together to blast the council from afar. You share with them how embarrassing they look to even seriously consider this matter when the data which was given to them disputes and disproves their line of thought.
This isn’t surprising—the registry represents an attempt to bypass the US criminal justice system so that elected politicians can directly dole out punishment without facing checks and balances. It’s the mark of an elected leader who doesn’t respect the constitution and the balance of powers. As imperfect as the US criminal justice system is, at least within it there are trained and experienced professionals who have some understanding of punishment and have some duty of care. The Sheriffs of Nottingham who push registry hysteria and force PFRs from their homes and into strip mall parking lots have no expertise and face no repercussions when PFRs suffer or die on their watch. People who run prisons and parole systems do. The original sin of the registry was the judiciary not immediately clocking it as a punishment and either throwing it away or at least bringing it under the purview of the criminal justice system so it could be properly administered. America might be the only country where judges happily relinquish their powers. Thank God we are finally seeing some sanity, but it’s painfully slow.
A little over 10 years ago, I attended an orientation for newbies at the beginning of my confinement at Jackson Correctional in Black River Falls. A probation specialist for the Wisconsin DOC spoke at the event, and I clearly remember him saying that we over incarcerate people and he would be perfectly fine if individuals served their sentence outside of prison on ankle bracelets. At that moment, I actually thought the Wisconsin DOC was enlightened and might be easy to work with. Boy, was I wrong! Never did I imagine that they would be such an evil organization. For one, that ‘reformist’ minded probation specialist serviced an area in small town & rural northern Wisconsin, so he likely didn’t have urban people in mind. Most importantly, reforms regarding sex crimes don’t count, because those ankle bracelets never come off in many cases–including for just looking at pictures on a computer.
Why have experts when city councils know best? Wisconsin’s city councils must eat cow pies, drink raw milk, and breath cow dung.
Those that rubber stamp all these new laws and restrictons wanting to “protect” children are actually dumber than children.
Bunch of adults who have their fingers in the their ears because they can’t handle the truth. If you can’t face reality get out of politics and get a job as a farmhand because one enjoys society as a sty. Wisconsin American’s Dumbazz State where Madison is the northern version of Tallahassee.
