State Legislation (Emergency Activation)In statutory law, a safety clause is a specific provision added to the end of a bill that makes the law take effect immediately upon signature rather than waiting the standard 90 days.The Legal Mechanism: State constitutions (such as Colorado’s Constitution) allow legislatures to bypass the standard waiting period if they declare the act is “necessary for the immediate preservation of the public peace, health, or safety.”The Main Consequence: Including this clause blocks citizens from filing a referendum petition to pause the law and force a public vote. The fed needs to shrink in its entirety. They did this so they could expand their reach internationally.
