ACSOL Registrant Advocates Testify Before Fresno City Council

Source: ACSOL

Three registrant advocates today testified before the Fresno City Council in opposition to a proposed resolution that could result in reduced housing for registrants who reside in that city.  Their testimony focused, in part,  upon the harms that could result if many Fresno registrants were became homeless.

“Public safety would decrease, not increase, if there was a significant increase in the number of Fresno registrants who are  homeless,” testified  registrant Roger Hunnicutt.  “That is because law enforcement would no longer be able to monitor them.”

Another registrant testified that passage of the proposed resolution could result in unintended consequences, including the breaking apart of families.  “A registrant may not be able to live with his children or spouse or even care for elderly members of their family,” he testified.

ACSOL Executive Director Janice Bellucci testified that ACSOL is ready to file a lawsuit if the City of Fresno adopts an ordinance that limits housing options for registrants in that city.  She reminded the City Council that ACSOL has filed a lawsuit against the County of Fresno in January 2026 after the county adopted a similar ordinance.

City Council member Mike Karbassi, author of the proposed resolution, defiantly stated “bring it on” and added that being sued would be worth the risk.  He did not address, however, the source of funds that would be necessary to defend a lawsuit.

Karbassi also stated that those who spoke in opposition to the proposed resolution “pissed me off.”  Further, Karbassi stated that registrants cannot be rehabilitated.

City Council member Annalisa Perea stated that she believes in rehabilitation and giving people a second chance.  She added, however, that she believes victims cannot be rehabilitated.

Three members of the public spoke in support of the proposed resolution.  Each of them identified herself as a victim of sexual abuse and stated erroneously that public safety would be increased if the resolution were passed.

After hearing the testimony of registrant advocates and victims of sexual abuse, the City Council voted unanimously to approve the proposed resolution.

A**holes like this are the reason we need to get rid of qualified immunity. Period!
If this nimrod knew that his own job, pension, home, and savings were at risk, he wouldn’t have that same attitude.
WE MUST END QUALIFIED IMMUNITY IN THE UNITED STATES!!!!!

Yet, there is no qualification of how safety will be increased with metrics or actual anecdotal evidence it works other than fear they espouse.
