Media links at the bottom – The Carson City Council agreed on December 1 to revise the city’s ordinance which restricts where registered citizens may be present. As a result of the revisions, registered citizens may soon visit public sites such as parks, libraries, and swimming pools as well as private sites such as fast food restaurants.
“At long last the City of Carson has decided to comply with existing state law by revising its ordinance,” stated CA RSOL president Janice Bellucci. The City ordinance was initially challenged in a series of three lawsuits starting in April 2014.
During the Council’s deliberation of the issue, the City Attorney described the series of lawsuits as well as a state appellate court decision in 2014 which determined that a similar ordinance in the City of Irvine was preempted by state law. She then recommended the City Council agree to revise the city ordinance.
The revised ordinance was passed by a simple majority of votes, that is, only 3 of 5 council members voted in favor of the revisions. Of the two remaining members, Councilman Elito Santarina was absent and Councilwoman Lula Davis-Holmes abstained. During a City Council meeting in 2014, Davis vowed to wage war on registered citizens.
“It is important to note that the language of the revised ordinance passed by the City Council last night is the same language included in a Settlement Agreement signed by the former City Manager and former City Attorney in July 2014, but later disavowed by the City Council,” stated Bellucci. “After the Agreement was signed, the Council members stated that the City Manager lacked authority to bind the City despite a provision in the agreement which stated he had such authority.”
Due to the Council’s disavowal of the Settlement Agreement, a lawsuit was filed in state court alleging breach of contract and fraud. This lawsuit is still pending.
Before the vote was taken, the City Attorney warned that revision of the city ordinance “won’t get rid of (the pending) lawsuits.”

Carson backs off ‘war’ against sex offenders – Daily Breeze
Well, congratulations. These laws are ever so confusing. Its very disturbing to see how many of us who haven’t been convicted of a child related offense being banned form where children congregate. This is another reason why the laws need to be changed and a tiered system needs to be instituted. I commend RSOL and keep up the great work. I also commend Carson for making the correct decision. I periodically visited IKEA in Carson and realized that it had a child’s playground.
Well well well! It looks like Davis has lost the “war” she declared on her fellow citizens. I think Carson still needs to be slammed in the pocketbook to send a clear message to other cities entertaining the idea of declaring “war” on American citizens.

People should wage war on Davis now. She is one, we are many.

What about the children?
The greatest threat to our children is growing up in a country where the government twists the laws and arbitrarily suspends the Constitution and Basic Rights for a chosen few. Events a mere 70 years ago have shown where this leads.
In that spirit, this organization and its activities are the best thing that ever happened to our children.
