WASHINGTON, D.C. – The U.S. Senate voted Wednesday to close a legal loophole that enables military sex offenders to evade registering with civilian law enforcement.
On a 98-0 vote, Senators adopted the Military Sex Offender Reporting Act as an amendment to the Justice for Victims of Trafficking Act, which the Senate passed later Wednesday afternoon. Full Article
I was notified that I had to register with my receiving after my release from military confinement. So, I guess the loop hole was that there was no “initial” registration if the offender ignored the mandate to register? And, then somehow fell through the cracks? I doubt that, as the military was required by law at Carr’s release to send local law enforcement notice (a formal form) informing them that he was in transit and required to register. And, it looks like they did.
As for the other guy, well sorry guys, but at the time of his release there was no state equivalent. If the state says he does not need to register, how will he be registered? AWA does not direct federal officials to operate a registry or register people.
