Many laws introduced by Senator Shamp with the help of Kayleigh Kozack (Kayleigh’s law) Many specifically targeting those who have had a conviction with the sentencing enhancement of Dangerous Crimes Against Children. The legislature had decided that new retroactive restrictions should apply to these individuals including level one offenders. DCAC was to be used only in the court room as a sentencing enhancement — not lifetime and retroactive punishment. But Kayleigh with Senator Shamp’s help is changing the intent of the law. Even AZSOMB states this is not right and DCAC is only a sentencing enhancement.
SB1092 already passed even though AZSOMB opposed it.

The bills:
- SB1709: Mandates immediate revocation of probation for ANY offense or violation, however minor, for those with a DCAC offense with no due process.
- HB2413/SB1004: sex offenders; electronic monitoring. This bill would require electronic monitoring of any “sex offender” who is unhoused, with no evidence that it would solve any problem or improve public safety. This is a striker bill still moving under the old name: ESA Students; Interscholastic Activities; Requirements (excessive absences; exemptions).
- SB1239: Removes the statute of limitations for failure to register and adds it to the list of offenses for which prosecution can commence at any time.
- SB1240: Removes incentives for probation officers to facilitate successful reentry and rehabilitation for those with DCAC offenses.
- HB287O: Prohibits those on the registry with risk assessments at level 2 or 3 from sharing housing, except in very limited circumstances. Held in Senate Rules. Nothing to do now
