Other than disagreeing with the opeining statement ‘Registration is not a criminal punishment, it’s a civil requirement’, and we all know that it is both, this actually is not a bad article,albeit it actually is a solictiation excerpt from a lawyer firm and it does contain some advocacy elements. So I see this as being very positive considering most lawyers don’t go to so great-a-length to create positive notes of advocacy and clarity, but most only create a concise or rudimentary outline on their website about what kind of offenses they represent people for.
This reads like an infomercial for a lawfirm.

Complex reasons for registrant residence clusters? Duh, residence restrictions. What’s so complex about that?
The information in this article is valuable. For one thing it corroborates the fact that there is a large concentration of registrants in Los Angeles (#2 and #10) followed by many other California cities and counties including Sacramento, the state capital (#15), and nearby Stockton (#14). When asked, I often recommend to people required to register that they reside in a location where there are many other registrants. Why? It’s easier to blend in. The information in this article could help a registrant find a new and safer place to reside.
When I was homeless and had to report monthly Riverside County wanted to know exactly where I slept every night, and when your homeless out there longer than 6 months they’ll send detectives to track you down anywhere you received mail.
In San Bernardino County I was arrested while trying to register because the person who dose the registration wasn’t there, I was required to register within 30 days and the police station was about to close as I was walking out a cop came out and said put your hands behind your back, I asked why he said for FTR, just let judge know what happened and show him proof that you tried to register on your scheduled date and they wouldn’t register you, and you’ll probably be out by Monday, Obviously it got dropped Tuesday morning when I saw the judge.
In LA County, the 290 registration process and law-enforcement are totally different they don’t have the time to sit there and play games with people.
When I was homeless in Los Angeles County because of my previous experiences with the other counties, I was very paranoid and cautious and I was letting them know everything I was over registering and a detective came out and she told me you don’t need to be doing all that just relax we’re not gonna come for you unless you give us a reason to come for you just don’t miss your appointment date and I don’t care where you slept last night. Even if you find a place you don’t have to tell me you found a place until your next appointment date.
So yeah if you’re a person forced to register, I would recommend moving to a city where theres a large population of registrants. It’s not really gonna change much, but it’s not as bad as living in a small town.
Replace the word ‘stringent’ with chaotic or manipulative or deceptive or abusive.

Clearly this list isn’t accurate. I’ve always read that my hometown has the highest number of registered per capita in the state of Calfornia. So when I looked up the 92311 area code and did the calculations by deriving the zipcode population and current number of registered people listed in city-data, Barstow would rank number 8 on this list at 33.03 per 10,000
This attorney didn’t do his research. The city with the highest per capita number on the registry is Saginaw, Michigan (I already researched this question) with over 600 registrants in a city of 48,000. This is the only city I can locate with registrants exceeding 1% of total population. This is a very good city for registrants because they are largely left alone.
I Guess this is meant to be a dog whistle for these city councils to introduce stricter occupancy laws. “Hey , you have too many registrants! Do something about it or we will tell everyone your zip code isn’t safe”.
