The California Sex Offender Management Board (CASOMB) met on May 21 in Sacramento. During that meeting, CASOMB revealed new trends in the California registry as well as discussed pending legislation that could affect registrants in the future.
The most important news is that the total number of registrants has decreased by more than 3,000 people during the past six months. The current total number of registrants is 103,725. Of that total, there are 19,084 registrants who have failed to register and 6,139 registrants who identify as homeless.
Additional good news is that the total number of petitions granted has exceeded 10,000 for the first time. Specifically, a total of 10,583 petitions were granted which means that there are 10,583 people who are no longer required to register. This is an increase of more than 700 petitions granted during the past six months.
Unfortunately, the number of registrants on parole increased slightly during the past six months from 7,041 to 7,055. However, the number of registrants in prison has decreased slightly from 20,641 to 20,614.
Also during the CASOMB meeting, the board members discussed pending legislation, including Assembly Bill 1568 (AB 1568) which could block some registrants who are eligible to petition for removal from the registry. According to one CASOMB member, the biggest problem with AB 1568 is that it allows courts to order a risk assessment if the petitioner cannot prove they have completed a sex offender treatment program.
“Although the current language of the bill does not require courts to order a risk assessment, courts are likely to do so because the bill allows it,” stated that board member. AB 1568 has been passed by two Assembly committees and is scheduled for consideration by the entire Assembly no later than May 29. If the Assembly passes AB 1568, it must then be considered and passed by the Senate before September.
The CASOMB board also discussed two bills that could change the minimum age of inmates considered under the Elderly Release Program. The current minimum age is 50 and one of the bills (Senate Bill 356) would change that age to 60 while another bill (AB 2570) would change that age to 65.
Further, the CASOMB board discussed Assembly Bill 1816 which would allow judges to increase from one year to two years the amount of time a registrant convicted of a misdemeanor must spend on probation. The CASOMB board members unanimously voted in favor of this bill after five members abstained from voting.
The next CASOMB meeting is scheduled to be held on June 18 in San Diego.

2026 CASOMB Board Meeting Schedule
They normally meet every other month on a third Thursday at 9:30 AM, but the schedule varies.
Attendance at CASOMB meetings is in-person only and cannot be accessed online (e.g. Zoom). It is not necessary to sign up in advance of the meeting in order to attend.
