RALEIGH, N..C — A new bill introduced in the North Carolina legislature would require the names and photos of convicted animal abusers to appear in an online registry for at least two years.
The legislation is called the North Carolina Animal Abuser Registry Act and it was introduced by North Carolina state Sens. Floyd McKissick, a Democrat, and Danny Britt, a Republican.
First-time offenders would be put on the registry “for two years following the date of conviction.” After two years, the individual would be removed from the list.
“If you are a second offender, you have to actually go out there and be convicted in court, then your image would stay up there for up to five years,” McKissick said. “In the event of a second event, you would not be able to own any type of pet.”
Expanding electronic blacklists. Naturally the ever so popular trend will continue to envelop many. The result will naturally flow into affirmative restraints. For housing, job the whole bit.
Hereby banished from dog parks, or restrained to 500ft.
Madness!
Another big waste of government money (aka taxpayers)… # 1 NO ONE is EVER GOING TO look at this website unless you currently have a animal and are suspected of abusing it. and # 2 according to the article its to bring awareness that its illegal… DOH ! People should already know this if they have half a brain ! Shame on the jackass making a registry… Maybe something a little more usefull… like a murder registry ? or a residential burglar registry ? Maybe a paroled murderer registry ?
Now when Our pet dies of a natural event we have to worry about being investigated that we caused a pet to have a heart attack and become a registered animal abuser ?
Um, sounds like public shaming for two years…..which sounds like a form of punishment………which sounds like a violation of due process 🤔 which sounds really effing familiar. But hey, I’m sure they’ll snag em with that “you can still have a normal life”
just sign here 😈
Lame. 5years for a second offense? And then they arent allowed to own a pet? Really? I guess they think they wont own one illegally…
This is the same Sen. Danny E. Britt, Jr. of NC that sponsored S-199 requiring registrants to provide internet protocol addresses and creates felony charges for registrants IF the website bans sex offenders. Also, there is a provision hidden in the bill that would retroactively create a new ‘high risk’ category for any offense with a person under the age of 18. Sen. Britt wants to reintroduce this bill in retaliation of Peckingham vs. North Carolina. https://www.ncleg.gov/Sessions/2019/Bills/Senate/PDF/S199v0.pdf
Senate Bill 423 would also create a registry for pet abuses. https://www.ncleg.gov/Sessions/2019/Bills/Senate/PDF/S423v0.pdf
