A home in Lancaster is at the center of a brewing debate when it comes to sexually violent predator placement in the Antelope Valley, as a 63-year-old convicted child sex offender is set for possible release in the community, to reside in the home.
Neighbors, county and state leaders gathered in front of the Hi Vista house on Wednesday, hoping to stop Harold Wachter from living there.
Los Angeles County Supervisor Kathryn Barger said if Wachter were to move in, he would be the fourth sexually violent predator proposed for release in the rural Antelope Valley in the past five years.
“None of these individuals have any ties to this community…” Barger said. “One originated from Orange County, another committed most of his recent crimes in Santa Clara County, and they are repeatedly placed in our rural neighborhoods.”
U.S. Congressman George Whitesides spoke at Wednesday’s news conference and said he is proposing legislation tomorrow to address the disproportionate placement of sexually violent predators into certain communities.

I live in a town similar name but kentucky. Given I don’t know anyone from Adam so I can’t be one to judge anybody, no one should in the first place. But I felt I had to put this thought into this. I get the bill, I get they’re trying to ‘do something’ but it’ll just be another bill to further restrict a person livelihood. Can’t work. Can’t sleep. Can’t even take a poop without wondering who’s watching ya while your on the registry. No one can understand that perception til the shoes literally on the other foot. That’s why people don’t care, because it’s not happening to them. A person after incarceration should have a time after release to be able to provide for themselves and live independently if they choose to do so. Paying for their own food, shelter, and water. Regardless there are human rights. A person should be able to work, and live in peace in society and not have any issues. Yet instead your looked at as if YOU are the problem. Remember, there is no such thing as ‘normal’ only what is perceived to us through others as a regularity. If that said person declares an education to better themselves and proves it, why not? A person that is so beat down you can’t move, constantly watched over, ridiculed, persistently belittled they eventually give up and become a burden to the people around them. Have they not earned their punishment from society? Is a human not allowed to be forgiven at some point and move on? We have all this technology in surveillance and law enforcement and yet there’s consistently issues being raised. But yet even the flock cameras are for ‘our safety’. They want society to submit and be watched over. Yet people distracted with jobs and bills look past it because they need another days pay. 8 hours then turns 12 hours, etc. Less time home. Less time with family. More tax revenue. The wheel goes round. Being on the registry your constantly told to sit down and shut up and enjoy the ride because it’s not that big of a deal in most people’s eyes. Public registry solves nothing. It only open a window for hatred to be weaponized and to be spewed back into society to benefit someone making money. But yet no one on the registry sees how bloated the system is. How much money they are spending to keep people on a public list(s). And when the question arises we are it’s considered civil due to ‘public safety’ so it’s okay. The bad far out ways the good. After incarceration I was scared. Not gonna lie. I feared for my life at every turn like a mouse trapped in a cheese maze. Trying to think of my next move just to survive in a society that is willing to kill one and look the other way in the name of another. That’s not a civil society. In a structured civil society a problem at a time arises and you come up with a solution to curb the issue at hand. If this program is (clearly) unconstitutional and causes so much of a struggle for people that want to better themselves to the point they gave up, then how come there has yet to be any relief? It’s all about feeding money into the justice system. They know it. It’s all rigged. As a responsible person does not invade someone else’s privacy unless they are hiding something. What are they hiding then? Why do they have to constantly surveillance everyone. Become a trusted source and you wouldn’t have that issue correct? But they want money fed into the system to make it grow. Prison industries. Cheap labor. Tax revenue at any cost. Free spending. New technology. System becomes blinded and corrupt. If s.o. are so ill minded and there’s such an issue at these ‘locations’ why are they not surveilling that area? Why are they not putting the flock cameras in strictly those areas? Why are they not mounting all the cameras to their cars instead of multiple locations? Especially considering as of late we have most if not all learned not to trust law enforcement and yet to keep it at arms reach. Why is the federal government handing money to fund the doj and all this and yet no issues have yet to be resolved? There’s never been a real need for mass surveillance. Never. It’s a machine that needs to be shut down and defunded. All that money go back into volunteer or church programs that help push people back into society instead of out of it. Flock cameras are more than just mere license plate readers, like every one wants to believe. They read every single detail, the program is constantly scrutinizing every thing within the area. And yes they sell information to even insurance companies. Your face shows up, they have access to any and all information you’ve ever put out there in your life within reach. Everything from how you walk, down to a dent in your car. So if public safety is such a thing, why are they spending all this money and no results? Makes no sense. None of it. School resource officers were pretty much mandatory over night. Metal detectors. K-9 units. Schools are even comforming to more like prisons every day. Ecposing them to real life drills of mass casualties and tear gas. It’s just one uniform away from becoming one. I don’t agree with flock cameras being used for public safety, period. But what’s the point in having a school resource officer at that location if they are not doing their job? I live in a place that you can not literally work ANY WHERE in this town without being within a distance restriction of something. The city found a gap, guess what got put in a few weeks later? A park. So I can’t go work at a gas station now unless I’m in public within a distance restriction. Thats not entrapment at all….That doesn’t cause an issue at all? One accusation is all takes and your whole life is back in shambles. The doj is no longer seperate from the fed, hasn’t been for awhile but mere actors. The national guard was not to be federalized ever and for good reason. The tax system is feeding the machine. The machine is feeding off chaos and destruction at the expense of hardworking Americans. People that actually want an independent system. System that provides a decent living for a healthy family. This system is not independent. The entire machine has become a leach of the people that want independence. Yet that machine tells us we are all okay, and keep working. Life will be okay tomorrow, there’s no one watching or listening. Did you know that even a person KNOWINGLY being surveilled over time STILL become paranoid? All I wanted was a normal life after my release, I feel it’s more adjusted to purgatory at times because of all the restrictions within society from this program. Which leads a person into a system of abuse. When do become allowed to reintegrate back into society and escape the abuse?
