California RSOL will meet in Berkeley on February 20 at the Finnish Hall, 1970 Chestnut Street. The meeting will begin at 10 a.m. and last about two hours. The meeting will feature guest speaker Nicole Pittman, an advocate for juvenile sex offenders, and is open to registrants of all ages, family members and supporters. During the meeting, discussion topics will include residency restrictions, international travel and parole/probation conditions. CA State Legislature to Consider Presence Restrictions Bill on Jan. 12

The Assembly’s Public Safety Committee has scheduled a hearing on January 12 during which it will consider Assembly Bill (AB) 201.  The bill, if passed, would allow local governments to adopt laws that restrict where a registered citizen may be present such as parks, libraries, swimming pools and fast food restaurants.  If the bill is passed, the lawsuits filed during the past two years that eliminated presence restrictions in the state of California would be overturned. “We stopped AB 201 in 2015 when we showed up, stood up and spoke up in opposition to this…

Senate Passes Internet Identifier Bill (SB 448)

By a vote of 39 to 0, the Senate passed internet identifier bill SB 448 on September 2. The bill is now eligible for consideration by the Assembly. “We must continue to assert pressure upon the Assembly to stop this bill,” stated CA RSOL president Janice Bellucci. “This bill has been rushed through the legislative process and needs more careful consideration.” The legislature is scheduled to end its deliberations for the calendar year on September 11. In a vote of 7 to 0, the Senate Appropriations Committee approved Senate Bill 448 (SB 448) on August 27 by releasing it from the committee’s suspense file. The next step for the bill is a vote on the floor of the Senate next week (Monday, August 31) where it is expected to pass. Janice’s Journal: Senate Bill 54 – Is the Battle Over? Maybe, Maybe Not [updated with sample letter and contact info]

The Senate Public Safety Committee conducted a hearing on June 30 during which it considered Senate Bill 54 (SB 54).  The bill, if passed, would (1) overturn a recent CA Supreme Court decision that declared blanket residency restrictions for registered citizens on parole to be unconstitutional and (2) prevent most registered citizens from obtaining judicial relief from those restrictions. Janice’s Journal: Carson Court of Opinion to Convene on July 21

The City of Carson has taken a stance. It has “declared war” against registered citizens. That war includes both presence restrictions which prohibit all registered citizens from visiting both public and private places as well as residency restrictions which prohibit all registered citizens from living in a significant part of that city. SB 267 – New Hearing Date: Tuesday, May 12

The Senate Public Safety Committee has delayed its consideration of SB 267 by two weeks. The new hearing date for that bill is May 12. No reason has been given for the delay. The Assembly Local Government Committee is still scheduled to hear AB 201 on April 29 at 1:30 p.m. in Room 447 of the State Capitol.
